Cameroonian troops hand over suspected Boko Haram terrorists to the Nigerian Army, hostages rescued

This is a statement issued by the Acting Director Army Public Relations, Colonel Sani Kukasheka Usman: 

"The cooperation with our neighbours have brought renewed vigour and is yielding fruitful result in the fight against the Boko Haram terrorists.


For instance, apart from recording tremendous success, troops of 26 Task Force Brigade, have married up with Cameroonian forces for joint operations in Kirawa junction.

Although they have not met any of the terrorists in the axis of advance, they rescued 8 men, 36 women and 68 children in the area.

 

To further consolidate on the cordial relationship, the Commander of Cameroonian 1st Battalion, paid courtesy call on his counterpart, the Commanding Officer of 121 Task Force Battalion in Pulka. The visiting unit assisted with the demining of a section of the road between Kirawa Junction to Pulka and handed over 2 suspected Boko Haram terrorists to the Nigerian unit.

Sadly however, one of the visiting unit’s vehicle ran into an Improvised Explosive Device (IED), buried along Pulka-Ngoshe road in which an officer and 8 of their soldiers sustained injuries.

 

Unfortunately, the officer died while being evacuated to Douala by air.

We wish to commiserate with the Cameroonian forces for the incident and the demise of the officer.

 

May his soul rest in peace and give his colleagues speedy recovery.

Similarly, troops of 113 Battalion on patrol to Ngwala cleared Boko Haram terrorists’ camps at Ngorta and Aritimie villages. The troops also came across the terrorists market at the area. However, on sighting the troops the suspected Boko Haram terrorists ran and abandoned their supplies.

The patrol also conducted cordon and search operations around Ngwala and recovered 2 pick up vehicles and 12 motorcycles belonging to the fleeing Boko Haram terrorists. The market has been closed indefinitely.

It is pertinent to report that troops morale in the theatre of operation is very high and they are ever determined to clear remnants of Boko Haram terrorists wherever they may be in the North Eastern part of our country.

The Kaduna State Police Command has intercepted 33 bags of Indian hemp and 34 baskets of hard drugs from various suspects in Kaduna town.

The Commissioner of Police, Umar Shehu, who displayed the drugs before newsmen, said the police arrested over 150 suspects who were presently being prosecuted in courts.The Commissioner added that the Police also recovered 10 bags of Indian hemp in ‘Bacco Bags’, 10 cartoons of hard drugs and 17 jerrycans of liquid toxicant acid.

Shehu, who thanked Governor Nasir Ahmad El-Rufai for steering the campaign against illicit drugs said:

"As you can see, we recorded this achievement in Kaduna town where we intercepted these drugs. We will continue to do our best in containing this menace in view of the negative consequences of drugs in the society. Hard drugs are a strong motivation to crime, rape and other vices and we will continue to do our best without a break. As you know, the government of Kaduna state under the leadership of Governor El-Rufai has been supportive and we are grateful."


He explained that the Command would hand over the intercepted drugs to the National Drug Law Enforcement Agency (NDLEA).

Governor El-Rufai’s spokesperson, Samuel Aruwan who represented the state government said,

"Kaduna state government under the leadership of Governor Nasir El-Rufai will continue to support security agencies in the campaign against hard drugs and other acts undermining law and order in the state"

The Hands Behind: Vanished! Missing! Now Found and Padded Budget

As a Nationalist and Patriot, I hold to the belief that we must support our government. The task is difficult enough and shrill criticisms and bashing of government is to no ones advantage. However, it is only a friend that will tell his friend “quietly” that “his mouth is smelling”

I wish fervently that this budget works and is the cornerstone to building a more vibrant economy, bringing relief to the citizenry and setting the Country on course to great things. I wish these things and have not worried unnecessarily about a “lost or found budget”; until now.

It is indeed worrisome to watch officials of 

Ministries and Parastatals openly disavow and criticize their own sections in the budget. Watching, Government Ministers and Heads of Agencies lampoon the provisions of the budget and even claim their allocations where “alien” to them is mind boggling.

Such open disconnect between the key Minister of Finance and the Comptroller General of Customs, who by the way heads the second highest contributing organization to the Nations coffers, on such an issue as remuneration is lamentable. You’d expect there should be more “sync” between these two officials “especially because of the offices they occupy”.

As the National Assembly screams “blue murder” at padding, disparity and recurring budgetary items, it has become manifestingly clear that “change” has not come to the budgetary process. It has become clear that “Government Ministries, Parastatals and Agencies are still steeped in their wily old ways”. It has become clear that the “body language of change” has not been “embodied” by some key officials of government.

As the “hue and cry” over a missing budget reached a crescendo, the President acted by writing the National Assembly and “making amendments”. He doused, and I must say extricated some from their “foul -up”.

The President has to also act now. “The officials that have contributed to the budget being mired in controversy have to be fished out and made example of”. This budget is the “most important Bill” of this nascent administration and President Buhari should not allow the “Hope” and “Change” that the budget represents to be stymied by some “unscrupulous and unchanging few”. “The anti-corruption breeze must blow them”.

"Nigeria is in dire straits, Mr President, and all opprobrium must be lifted from the budget to rekindle hope".

The police in FESTAC Town police station, Lagos, and a leader of the Oodua People’s Congress (OPC) have rescued a-month-old baby, who was abandoned inside an Indomie carton.

The baby was sighted by the OPC leader in Amuwo Odofin, simply identified as Suleiman Badmus, who rescued the baby and handed her over to the police.

The baby is now being cared for by a police sergeant, Ms Pamela Nwabinye, who has since the discovery been playing the role of mother to the baby.

It was gathered that the baby, who was wearing a light blue overall, was wrapped in a white shawl and placed in the carton.

Olabisi, a younger sister to the OPC leader, who rescued the baby, said “The baby was found close to where I sell herbs at Amuwo-Odofin. One of the OPC members heard the baby’s cries and called my brother, Badmus. The baby was inside a carton.

“When I saw her, I was shocked. I felt whoever abandoned her must be crazy. Mosquitoes had bitten her face. Why would any woman abandon her baby after she had carried the pregnancy for nine months?,” she added.

Sergeant Nwabinye was said to have bought new sets of clothes, flask, feeding bottle for the baby.

A police source at FESTAC police station said: “That’s how Pamela behaves with every baby rescued and brought to the station. She goes all out to mother the baby. Pamela spends her money a lot on abandoned kids. She likes kids a lot.”

THE Federal Government has failed to put in a defence in the N500 million suit former National Security Adviser, Col. Mohammed Sambo Dasuki (retd), filed at the ECOWAS court in Abuja.

The Federal government did not file a reply to the origi­nating application, more than 30 days after it was served.

Instead, government, through the Office of the At­torney General of the Fed­eration (AGF), said it would respond to the issues raised by Dasuki “at the appropri­ate time.”

Dasuki had dragged gov­ernment before the sub-re­gional court in Abuja over his continued detention and alleged harassment despite orders by courts of compe­tent jurisdiction for his re­lease on bail.

In addition to urging the court to order his immediate release, the former NSA is demanding N500 million as, “compensatory damages” for alleged violation of his human rights as guaranteed by Nigeria’s constitution, the African Charter on Hu­man and Peoples’ Rights (Ratification and enforce­ment), Article 17 of the International Covenant on Civil and Political Rights and the Universal declara­tion of Human Rights.

Daily Sun investigation showed that Nigeria was expected to file a reply to Dasuki’s nine-point applica­tion within 30 days after the government was served.

Sources at the court con­firmed, however, that more than one week after the stip­ulated time which “techni­cally, expired on February 6, 2016,” government was yet to file its response to issues raised by Dasuki in the suit.

On the implication of the development, a legal prac­titioner, who declined to be named, told Daily Sun that Dasuki may demand that the ECOWAS court rules in his favour in the absence of a defence by the defendant.

When contacted, spokes­man for the Office of the At­torney General of the Fed­eration (AGF), Mr. Salisu Othman Isah, said: “Our po­sition is that we will respond at the appropriate time. We are still within time.”

Meanwhile, the matter has been fixed for March 16, 2016 for hearing.

In the suit with No ECW/ CCJ/APP/16 filed by his lawyer, Robert Emukpoe­ruo, Dasuki is urging the ECOWAS court to declare that his continued detention, in defiance of orders for his bail by courts of competent jurisdiction, and after fulfill­ing the bail conditions, was “unlawful, arbitrary and an egregious violation” of his human rights.

Also, he wants the court to hold that it was, “a most egregious violation of the treaty obligations” by Nige­ria under and by virtue of her being a signatory to listed legal instruments, to have unlawfully detained him af­ter he had been granted bail and met the conditions for his release.

Oil price: Why OPEC won’t cut production – David-West

AMIDST declining price of crude in the global market, a former minister of Petro­leum Resources, Prof.Tam David-West, has declared that despite intense pressure, the oil cartel-Organisation of Petroleum Exporting Countries (OPEC) will not cut down crude production quota.

OPEC is an association of oil-producing countries which was established in Baghdad Iraq,in 1961. It generates about 45 percent of the world’s total crude oil production, and more than 20 percent of the world’s natural gas production.

In an exclusive interview with Daily Sun, David-West said those calling for crude oil production cut by OPEC in order to shore up crude oil price, lack the understanding and dynamics of the work­ings of the oil industry.

He explained that activi­ties of non-OPEC member countries, which included: Brazil, Russia, Mexico, Nor­way and a host of others, will make the idea of oil produc­tion cut an impossible task because production statistics are shrouded in secrecy.

‘‘You cannot control what you don’t have information about. These countries, be­ing non-OPEC members are difficult to regulate. If they give you a particular volume of their daily production, go back and verify their claims; it can never be the same,’’ he said. The former oil minister argued that if OPEC decided to cut production by about 20percent among OPEC member countries, the same percentage, if not more, would find its way back into the oil market as a result of the massive production of non-OPEC members.

In this instance, he said the motive behind the oil cut would have been defeated, because non-OPEC mem­ber countries and even some OPEC members would not agree to crude oil cut.

‘‘Is it a country like Iran that just got its sanction lifted after several years that will agree to oil produc­tion cut? They are eager to make up for lost years and will do everything to ensure that they push their oil to the international market at what­ever cost,’’ he noted.

David-West equally took a swipe at the managers of Nigeria’s oil sector, saying there was no need for panic over the slide in crude oil price. He maintained that, it has happened before and was not an entirtely new de­velopment.

Rather, he said manag­ers of the economy should come up with measures to benefit from low crude oil price, rather than lament and create a panicky situation for the country.

“When I was the oil min­ister in 1984, crude oil sold for $30 a barrel, just as it is selling for now. But, we were able to manage the economy even with that. We came up with policies to cushion the effect. At that time, Nigeria never import­ed a single litre of oil, rather we exported.

“Now that oil price is low is the best time for Nige­ria to increase its reserve and do more of exploration because it is cheaper now. When that is done, we can reap the benefits on the lon­ger term. But, to sit down and begin to lament about low oil price is a last ap­proach. I don’t subscribe to that,’’ he said.

THE Economic and Fi­nancial Crimes Com­mission (EFCC), at the weekend, continued its clampdown on people who could give information on the vexed $2.1 billion arms deal probe, with the arrest of a former Director of Mili­tary Intelligence (DMI), Ma­jor General Wiwa, younger brother to the late Ken Saro Wiwa.

This is coming at a time when Citizens’ Initiative for Security Awareness (CISA), warned the media to desist from using sensational sto­ries on military officers.

Sources revealed that General Wiwa, the Deputy Commandant at the Armed Forces Resettlement Centre, Oshodi has been transferred to Abuja, where he’s being detained.

Daily Sun gathered that the detained soldier served in the office of the National Security Adviser when late General Patrick Azazi occu­pied the office. He remained in office during Col. Sambo Dasuki’s tenure from where he was appointed Direc­tor of Military Intelligence when Lt. General Azubuike Ihejirika became the Chief of Army staff, a position he retained under the tenure of General Kenneth Minimah.

Sources at the EFCC re­vealed that the general was picked up for questioning over the involvement of the former Chief of Army Staff in arms purchase scandal.

In a related development CISA has cautioned the me­dia against sensational sto­ries.

In a signed statement by Aliyu Dogo, Head of Public­ity and Mobilisation yester­day, CISA said: “We frown at the unconscionable con­coction of stories and unre­lated pictures to tar certain officers in the media. Take for instance, the story mak­ing rounds that $1m dollars was found in drums or in soak- away belonging to a certain officer, yet, the soak-away has no sign of breakage nor were Nigerians shown the confiscated money.

“Just so to achieve the in­tention of demonising the of­ficers, the picture of drums containing dollars belong­ing to the late Colombian drug kingpin, Pablo Esco­bar, which was unearthed by a Colombian farmer in 2015 are being circulated today in Nigeria as belonging to a Nigerian military officer indicted for corruption. Ni­gerians were also told of the former military assistant to late Azazi and Dasuki, who is a serving Colonel whose house was allegedly broken and millions of dollars were allegedly found inside. This same officer is still in de­tention for more than two months yet, no charge has been preferred against him, while the so-called millions of dollars found in his house were not authenticated.

“A couple of days ago, Ni­gerians were treated with a report of public humiliation and arrest at the airport of a serving top Air Force of­ficer by police men in mufti in spite of the pleadings and protestations of fellow gen­erals that the senior officer is not running away but travelling abroad on offi­cial assignments. As a civil society group interested in galvanising public support for the Nigerian military and other security agen­cies in the country, CISA is gravely worried about the implication of orchestrating the circulation of unproven stories of alleged corrupt practices by military offi­cers.”

“CISA believes that me­dia trial of our top military officers, serving or retired, is an ill-wind that will blow nobody any good.

“CISA believes our mili­tary and security institu­tions and its officers must not be exposed to such pub­lic ridicule.

“We frown at the un­relenting profiling of the military as haven of corrup­tion and officers as corrupt fellows when, indeed, none of the allegations have been proven or any of the indicted officers convicted by the ju­dicial system.

“We should all support the government in its War Against Corruption without dehumanising and discred­iting individuals and insti­tutions through false and sensational reports that can dent our national pride and reputation.”

2 undergraduates murder US-based lady…Steal her money, valuables, dump her corpse by roadside

TWO undergraduates of the Ebo­nyi State University, 26-year-old James Okoh and Victor Uchenna Okefie, 27, are now cooling their heels in the cold embrace of the of the Anti-Kidnapping Squad, AKS, where they are being interrogated, following their arrest by the Enugu State Police Command.

Okoh and Okefie, who had been at large, allegedly conspired to murder, Mrs. Stella Uhuo, a US-based lady who was visiting home on vacation.

Prior to the dastardly act Ohuo had been a benefactor to Okoh, a final year Sociology student of the university, who hails from Amata in Afikpo North Local Government Area, Ebonyi State. She asked members of her family to come to the airport to receive her.

She was said to have intimated Okoh about her planned visit and requested him to come to the airport so that he could take her to Abakaliki to deliver some luggage given to her by some friends in the United States for onward delivery to their families.

On the fateful day, November 14, 2015, the Commissioner of Police, Mr. Nwodibo Ekechuk­wu, told Sunday Sun reporter that the family of the deceased joyfully turned out at the airport to receive her. Okoh also came with his friend in a Volvo car.

Her personal luggage were put in the car brought by family, while the ones she wanted to take to Abakaliki were loaded into the boot of the Volvo car with registration number Lagos EKY 855 CY. After the exchange of pleasantries, the family left while Ohuo, Okoh and Okefie headed to Abakaliki. The time was about 10.00am.

Okefie sat at the back of the car while Okoh drove with Ohuo sitting in front, completely at peace, unknown to her that they had a heinous plan. Along the way, Okoh diverted off the busy Enugu-Abakaliki road, to a side road away from passing cars. From the back, Okefie lunged forward, grabbed Ohuo by the neck with a choking hold while Okoh viciously hit her on the head. Then Okefie strangled her. When her legs ceased kicking as life ebbed out and her heart stopped beating, the duo, still acting out their carefully scripted evil plan, calmly searched her and took all the money she had in dollars and her iPad.

When Sunday Sun reporter spoke with suspects in custody, Okoh recounted what transpired after the woman died. He said: “We dumped her corpse along Enugu/Abakaliki express road, on the Enugu State side. We took her dollars and luggage including ipad and broke the SIM cards of her phones. We ran to my hostel at Ebonyi State University and later went to Sabongari in Abakaliki to change the dollars to Naira and got over N850,000. We burnt the clothes of the deceased, and shared all the male clothes we saw in the luggage.”

The following day, after wait­ing for long and not receiving any call from Ohuo, her brother became troubled and went to the police to file a missing person re­port. At the time of the incident, Mr. Mohammed Adamu, was the police commissioner. Soon after he handed over to Ekechuk­wu, who assumed duty at the Command.

Soon after he received the case file, Ekechukwu directed detectives attached to Anti-Kid­napping Squad to commence investigation. They promptly arrested Okoh on January 29, 2016 at his hostel at the Ebonyi State University while Okefie was traced to his parent’s house at Ajaokuta in Kogi State on January 31, 2016. In the course of interrogation they confessed to the crime, and gave graphic details of how they did it.

Upon receiving news that the duo had been arrested, Ohuo’s family members stormed the headquarters of AKS, to identify them as the two people who were last seen with their sister before her death. They were shocked that Okoh who their sis­ter had helped immensely could have been the person to tragi­cally end her life. They wailed and were unable to control their emotions.

Meanwhile the corpse of Ohuo has been in the mortuary since November 14, when it was picked up from the roadside. Ekechukwu assured that the suspects would be charged to court soon after the conclusion of investigation.

What Happened During Osinbajo’s 6 Days As Acting President

For the first time in our history, a president voluntarily transmitted power to his deputy. On February 5, 2016, President Muhammadu Buhari embarked on a six-day vacation and ‘handed over’ to Vice President Yemi Osinbajo as acting president.

Before going on the vacation, President Buhari had dispatched a formal notice to the Senate and the House of Reps, in compliance with Section 145 (1) of the Constitution.

But was Vice President Osinbajo really caught off guard?

As at the time Buhari’s short break became public knowledge, the acting president was in Lagos for the ‘Holy Ghost Night’ programme of the Redeemed Christian Church of God (RCCG). And rather than cut short his trip, Osinbajo, the following day, headed for Jerusalem Mission House International in Makurdi, Benue State, for a wedding ceremony.

And on Monday when Osinbajo fully resumed as Acting President of the Federal Republic of Nigeria, those who had expected him to move into the President’s Wing of the Aso Rock Presidential Villa were in for a surprise as he chose to operate from the Vice President’s Wing. As his office abruptly turned a beehive of activity, Buhari’s office was, understandably, virtually deserted.

State governors are regular visitors to the Aso Presidential Rock Villa, ostensibly to brief the president on matters affecting their respective states. Some of them had been severally pilloried for allegedly ‘abandoning’ their states for Abuja. But none of the state chief executives made it to the nation’s seat of power throughout the period Osinbajo held the fort for Buhari. 

Majority of the ministers were also not sighted at the State House during Osinbajo’s six-day reign as acting president. They could conveniently claim to be busy with the budget defence at the National Assembly. They could equally hide under the cover of a presidential directive that they be channeling their communications to the Presidency through the Office of the Chief of Staff to the President.

  
In unambiguous terms, President Buhari had, on November 5, 2015 while hosting his ministers to a ministerial retreat at the Old Banquet Hall of the Presidential Villa, instructed thus:”All communications and appointments from you to the Presidency should be routed through the Office of the Chief of Staff as is normal in this Presidential System.”

So, even if the ministers had, on that ground, chosen to ‘shun’ the acting president last week as insinuated, they could be understood or misunderstood to have simply obeyed their employer’s order.
The Secretary to the Government of the Federation, Babachir David Lawal, cannot hide under this cover, for it is his responsibility to ensure effective coordination and monitoring of the implementation of government policies and programmes for the overall development of the country. Little wonder his absence at the Acting President’s Office set tongues wagging.

Even as vice president, Osinbajo has the power to preside over Federal Executive Council (FEC) meetings, in the absence of the president. As acting president last week, he did not convene the meeting. Although FEC meetings had not been held on a weekly basis since the inception of the Buhari presidency, Osinbajo could have cashed in on Buhari’s vacation to demonstrate how real the power of an acting president is in Nigeria’s context.

National Security Council (NSC) meeting, chaired by the president, has almost been a routine owing to the frequency of terrorist attacks on the North-east. Acting President Osinbajo did not summon the service chiefs for the meeting even when terrorists blasted scores to death at Dikwa Internally Displaced Persons (IDPs) Camp in Borno State on Tuesday. 

  
How far then did Osinbajo fare as acting president? He hit the ground running early Monday morning with a closed-door meeting with a delegation of the Extractive Industries Transparency Initiative, (EITI), a global body assessing transparency level of nations’ oil, gas and mineral resources. The session afforded him the opportunity to reiterate the administration’s commitment to transparency and good governance.

“It is important that we handle our resources with transparency and good governance. One of the objectives we have set for ourselves is to ensure that we are transparent and able to handle our resources well. If as a nation we had handled our resources better with transparency and good governance, we would not have found ourselves where we are now. We have learnt our lesson,” Osinbajo told his visitors.

The acting president also played host to a delegation of the Nigeria Leadership Initiative (NLI) and reassured of the federal government’s determination to rehabilitate and rebuild the insurgency-riddledNorth-east; with a passionate call on well-to-do Nigerians to partner with the government in that regard.

Osinbajo on Tuesday received a delegation of the Senate which was at the Presidential Villa on a consultation visit over the 2016 budget proposal, the Money Laundering Bill and other bills currently before the National Assembly.

Senate Leader Senator Mohammed Ali Ndume, who led the delegation, lauded Buhari for not leaving the country on autopilot. For the leader of the Senate, the transmission of power to Osinbajo was good.

Acting President Osinbajo also on Tuesday received a delegation of the United Nations Programme on HIV/AIDS (UNAIDS), led by its Executive Director, Michel Sidibe. He assured of effective primary healthcare centres across the country.

He rounded off his six-day reign with a directive that security be beefed up at all the internally displaced persons camps in the country. He was, through a statement by his spokesman Laolu Akande, responding to Tuesday’s suicide bombing of Dikwa IDP Camp. Well, Osinbajo’s directive could have possibly reminded the Armed Forces that an Acting Commander-in-Chief was in charge for six days. 

President Buhari resumed work on Thursday; and in compliance with Section 145 (1) of the Nigerian Constitution, sent a formal notice of his resumption to the Senate President and the Speaker of the House of Representatives.

The 2016  Annual Award Night of the  students of the  Department  of History, Lagos State University, turned tragic as a female student died while another  one became unconscious after taking a mixture of different alcoholic drinks.The two students, identified as Lara Gbadeyan and Oladipupo Arofeso, Sunday Tribune gathered, were both rushed to Igando General Hospital, where Gbadeyan was confirmed dead and Arofeso unconscious.Sunday Tribune gathered that  the deceased and the unconscious student had gone with their colleagues in the department to Igando, where the event took place. Some of their colleagues  told the police in the state  that the duo took a mixture of Magic Moment (vodka), Elliot, Orijin and Smirnoff Ice at the event.The two students were said to have started misbehaving “until some of their colleagues came to their senses that it was the effect of the alcohol on them.”The misbehaviour from the two female students created confusion among their colleagues, who made frantic efforts to  revive them, Sunday Tribune gathered. But the situation reportedly became more serious as the two female students became unconscious, leading to their colleagues to rush them to the General Hospital in Igando.A source at  the Igando Divisional police station confirmed the incident to Sunday Tribune, noting that investigations had commenced on the incident. The police source also told Sunday Tribune that the remains of the deceased student had been deposited at  the Lagos University Teaching Hospital (LUTH) for autopsy.He also added that the other student had remained at the Igando General Hospital, where she was receiving attention from health workers.
